Cool Heads Needed in Copenhagen

ALL eyes will be on Copenhagen from 7th of December as world leaders begin a two week summit to hammer out a new climate change deal.
One hundred and ninety two countries will take part in the conference to be attended by 15,000 officials, politicians, campaigners and journalists.
The Copenhagen summit aims to agree a successor to the 1997 Kyoto Protocol which set out legally binding targets to cut carbon emission and stabilise greenhouse gas concentrations in the atmosphere. This agreement expires in 2012.
Cutting greenhouse gas emissions and helping poor countries cope with drought, floods and lethal storms are the hottest topics on the table.
While developing countries suffer most from climate change, rich countries are the worst offenders, emitting high levels of greenhouse gases that cause dramatic changes in weather.
Climate experts estimate that the world must cut its emissions by 80 per cent on 1990 levels to limit global warming to a 2 degrees increase, above which chaotic weather changes are feared.
Developing nations are calling for rich nations to take responsibility by cutting their emissions and commit financial support to help them adapt to extreme and destructive weather.
The last round of climate change talks in Barcelona in November were contentious with African countries withdrawing temporarily. They felt that developed nations were not committing enough to cut greenhouse gases. At the talks, rich countries failed to agree targets for cutting carbon emissions or table firm commitments on climate finance.
Hopes of a binding agreement coming out of Copenhagen have since wavered as Barak Obama has thrown his weight behind a Danish plan to use Copenhagen as a forum for setting a series of political commitments to be reached over the next year as opposed to a legally binding agreement.
Speaking recently at a meeting of Commonwealth countries in Trinidad and Tobago, UN Secretary General Ban Ki-moon said he believed an agreement was in sight.
“Our common goal is to achieve a firm foundation for a legally binding climate treaty as early as possible in 2010. An agreement is within reach. We must seal a deal in Copenhagen,” he said.
Ireland’s greenhouse gas emissions rose rapidly during the economic boom. Its greenhouse gas emissions were at 124.5% of 1990 levels in 2007.
This was 11.5 percentage points higher than the Kyoto 2008-2012 target for Ireland of 113% of 1990 levels.
These figures make our country the second highest emitter of greenhouse gases per person in the Europe and the sixth highest per head in the OECD.
